The procedure for getting Windows to synchronize to a network (NTP) time server is (for some systems) harder than it should be. NIST has a good writeup available as a PDF from: http://tf.nist.gov/service/pdf/win2000xp.pdf
There are a number of docs available from MS about how to do this if your computer is (for better or worse) in a Windows domain.
